On 10 July 2026, the German Bundesrat is expected to consider draft regulatory amendments that could significantly simplify the exchange of Ukrainian driving licences for German ones. The proposal provides for Ukraine’s inclusion in Annex 11 of the German Driving Licence Ordinance (Fahrerlaubnis-Verordnung – FeV).
The proposal is contained in Bundesrat Printed Paper (Drucksache) 318/26, which is currently undergoing the legislative procedure.
Bundesrat procedure
Before the plenary session, the draft is being examined by the Transport Committee (Verkehrsausschuss), which prepares recommendations for the federal states.
The proposal is expected to be discussed during the 1067th plenary session of the Bundesrat on 10 July 2026. According to the draft agenda, it is listed as Agenda Item 69 (TOP 69).
What would change?
The proposal would add Ukraine to Annex 11 FeV, which lists countries whose driving licences may be recognised under simplified conditions in Germany.
The final rules, including whether theoretical or practical driving tests will still be required for specific licence categories, will only be determined after the legislative procedure has been completed.
Why is this important?
For many Ukrainians living and working in Germany, a simplified licence exchange procedure could facilitate access to employment and reduce administrative burdens.

At present, no final decision has been adopted. The proposal remains under consideration. Any new rules will enter into force only after approval by the Bundesrat and their official publication.
