Digital licences:
By 2030, all EU citizens will be able to store their driving licence on a smartphone. The digital version will be valid across the EU, while plastic cards remain optional.
EU-wide disqualification:
If a driver loses their licence in one EU country, the ban will apply everywhere. This concerns serious offences such as drunk driving, fatal accidents, or major speeding. Implementation depends on national laws, for example in Germany.
New training focus:
Driving lessons will now include driver assistance systems, smartphone distractions, and blind spots.
Lower age limits:
Truck drivers can start at 18 (category C). Bus driving allowed from 21 (previously 24). “Accompanied driving” with a mentor will be valid across the EU.
Motorhome bonus:
Category B licence holders may drive motorhomes up to 4.25 tons after special training or testing.
No mandatory medical checks:
The EU will not impose medical tests for senior drivers – each country decides individually.
Goal – Vision Zero:
By 2030: halve road deaths. By 2050: achieve zero fatalities.
