On 16 September 2025, the Council of the EU adopted recommendations outlining a gradual phase-out of temporary protection for people from Ukraine who fled the country due to Russia’s full-scale invasion. (consilium.europa.eu)
Key points:
1. Transition to other residence statuses.
Ukrainians will be encouraged to apply for national residence permits based on employment, studies or family ties. Access to EU statuses such as those for highly skilled workers is also foreseen.
2. Support for voluntary return.
Familiarisation visits to Ukraine and programmes for sustainable reintegration are planned once conditions allow.
3. Information centres (“Unity Hubs”).
Member States will set up hubs to provide advice on employment, documentation and return planning.
4. Duration.
Temporary protection will remain valid until 4 March 2027 for those unable to return safely.
